Diversity and standards in public appointments

The government believes that the boards of public bodies should make the best use of all available talent and more closely reflect today's society.

Selection

Selection is based on merit and the selection procedures:

  • must be fair, open and transparent
  • should recognise non-traditional career patterns
  • encourage a wide field of candidates from a broad range of backgrounds and relevant experiences

Diversity

The government has set overall targets to address the under-representation of some groups, including:

  • equal representation of women and men
  • pro-rata representation of people from black and minority backgrounds
  • increased participation of disabled people

Each government department sets its own targets and objectives in line with these commitments.

Figures are taken from Public Bodies Directories, published annually by the Cabinet Office, which give a comprehensive snapshot of public bodies sponsored by the UK government as at 31 March each year.

Qualities of a public appointee

Selflessness
Holders of public office should take decisions for public interest. They should not make decisions to get financial or other material benefits for themselves, their family, or their friends.

Integrity
Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might influence them in the performance of their official duties.

Objectivity
In carrying out public business, including making public appointments, awarding contracts, or recommending people for rewards and benefits, holders of public office should make choices on merits.

Accountability
Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.

Openness
Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands.

Honesty
Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interests.

Leadership
Holders of public office should promote and support these principles by leadership and example.
